Comments:
Person was not abusing a placard but did park in a handicapped parking space and did not have a handicap sign in his car or on his lisence plate. He also appeared to be non-handicapped, as i witnessed him having no visible walking struggles. I attempted to ask him why he parked there but he ignored me and drove away.
