Comments:
Able bodied young girl parked in handicapped space. Observed her walk and carry items with no difficulty. Parked and returned to vehicle and carried backpack in with no problem. Car remained there for an extended period of time. Video taken as well. Permit also has handwritten 6139 on placard. California license plate with Colorado permit.
