Comments:: A Lady in High heel boots pulled up next to a red curb traffic lane, put on her flashers and used the ATM. Partially Blocking a thru lane. I Noticed the handicap license plate. She was not handicap as she walked briskly to and from her vehicle. A handicap parking stall was less than 20 from where she parked. This appears to me as abuse by the driver of the vehicle. No attendant or peace offer was in the vicinity.
