She was repeatedly warned and asked by coworkers to stop using a fraudulent tag but she refuses to. This tag has an expiration date of April 2008 and is still being used. view

03/28/11 7:00p ReddingCA949329-I575 EJKOn 3-25-11 the owner of this placard was parked in the only handicap spot in our condo complex (870 Mission Sierra Ct, Redding, CA 96003). I witnessed her get her neighbor out to her vehicle and hand her placard to him. Celeste Goodwin proceeded to get into her vehicle and leave the complex. The neighbor, Bruce, pulled out of his garage in reverse and pulled into the handicap spot with Celeste Goodwin's placard hanging from his rearview mirror in an attempt to save the spot for her. Bruce is in no way shape or form handicapped. At this time I called the Redding Police Department and they came out and informed the neighbor, Bruce, that he was in violation and gave him a warning. This is a clear abuse of handicap placard privileges and Celeste Goodwin should loose her privileges. She has obtained her placard in an attempt to harass me due to my calling Animal Control on her "dog running at large" multiple times. I have been disabled for the last 30 years and had a placard for the last 10 years or so. I was injured as the result of a very competitive 15 year figure skating career; I am legitimately disabled with many spine injuries affecting my legs, feet, hips and back. I also suffer from chronic asthma and have trouble breathing. If I can park close enough to my destination I will choose to leave the handicap spot open for someone more in need than I. I consider myself to be a responsible and considerate holder of a California Handicap Placard. The photo is of the neighbor's car with Celeste Goodwin’s placard hanging from the rearview mirror; his license plate # is California 6MDU485. Also, Celeste Goodwin's vehicle is registered in Oregon and she has lived and rented in California for the last 8 months. The Goodwin’s own 2 vehicles registered in Oregon, neither is in the military with no reason for not registering in Ca. If there were ever a case of abuse this is it! view
